JTF promotes vocational education for the marginalized rural youth by developing knowledge, expertise and industry know-how to become a world class person with international standards. The holistic improvement of the trainees will be ensured by refining unique human qualities as needed to become cartelist for creating transformation at the rural level to promote technology.

The institution was established by Dr Tissa Jinasena under the great visionary dream of his grand farther Mr C Jinasena- Founder of Jinasena group to provide technical knowledge and practical exposure to rural youth as to make them competent technicians and technologiests who are capable in establishing enterprises at rural level. The institution started its training in 2013 by enrolling the first batch of students from very remote villages of the country. Over 500 students have been successfully trained during the period under NVQ 4 Industrial Mechatronic Technician course leading to level 7 engineering degree. About 90 percent of the passed out students are employed in different leading industries whereas the balance has become entrepreneurs in establishing their own industry based enterprises.

The students are provided with course materials, food & accommodation, medical facilities, uniforms free of charge during the course period. JTF trains 100 students per year for 2 years and the majority of students come from rural areas which lack science teaching facilities, these students who have studied till A/L, mostly in the Arts and Commerce fields are given initial 6 month training where they are taught the basic subjects needed to become an Engineering Technician/ Technologist (English, IT, Maths, Physics, Engineering Drawing, Electricity and Electronics fundamentals). This is followed by 1 year intensive practical based training in Hydraulics and Pneumatics, Engineering materials and workshop practices, PLC and automation technology, advanced Electrical Engineering including Drives and control systems and Robotics. This is followed by 6 months Industrial Training at a leading manufacturing organization (Camso Loadstar) in modern maintenance practices
